LTFRB-Davao Grants Official Accreditation to Homegrown RideIT as Transport Network Company
The Land Transportation Franchising and Regulatory Board–Davao Region (LTFRB-Davao) has announced a significant development in the local transportation sector. The agency has officially accredited the homegrown HAVE IT Software Company as a Transport Network Company (TNC), authorizing it to operate the ride-hailing platform RideIT in the region.
Official Authorization Through Board Resolution
This accreditation was formalized through LTFRB Board Resolution No. 005, Series of 2026, which was signed by LTFRB Chairman Atty. Vigor D. Mendoza II. Under the provisions of this resolution, HAVE IT has been granted TNC accreditation for a period of two years. The agency determined that the company is qualified, financially capable, and fully compliant with all regulatory requirements necessary for such operations.
Strengthening Digital Transport Solutions in Davao
With this official accreditation, HAVE IT is expected to significantly strengthen its operational capabilities and expand accessible digital transport solutions throughout the Davao Region. This move aligns with the commitment of President Ferdinand R. Marcos Jr., as articulated through Department of Transportation (DOTr) Secretary Atty. Giovanni Z. Lopez and LTFRB Chairman Mendoza, to provide modern, efficient, and commuter-centered public transport services across the Philippines.
LTFRB-Davao Regional Director Nonito A. Llanos III emphasized that the accreditation of HAVE IT reflects the agency's proactive support for innovative platforms that promote safe, regulated, and technology-enabled mobility for the commuting public. "We are looking forward to HAVE IT's close coordination with our agency especially in ensuring the safety and comfort of our commuter," he stated.
RideIT: A Pioneering Transportation Super App
To provide context, RideIT applied for accreditation as a TNC at the LTFRB Central Office. As a Transport Network Company, it operates in a manner similar to industry giants such as Grab and Maxim. The RideIT app itself is a ride-hailing platform specifically launched in Davao City in April 2025. It features several innovative functionalities designed to enhance user experience:
- Real-time tracking of vehicles
- In-app booking for seamless ride requests
- Courier delivery services for added convenience
The platform has already received recognition for its contributions to local innovation. It was awarded the Most Innovative Startup during the 2025 Davao Startup Week, honoring its role in fostering growth, innovation, and sustainability within the city. RideIT stands as the pioneer transportation super app in the Davao Region, designed to offer commuters an alternative option for booking motorcycle taxi rides while simultaneously supporting local transport operators and drivers.
Background on Motorcycle Taxi Operations in Davao City
The accreditation of RideIT comes against the backdrop of ongoing developments regarding motorcycle taxi operations in Davao City. On August 19, 2025, Davao City Councilor Jose Mari Baluran actively lobbied for amendments to the existing ordinance that would allow motorcycle taxis to operate legally within the city. He argued that such operations would benefit the city by providing commuters with an alternative and efficient mode of transportation.
City Ordinance No. 0584-21, known as "An Ordinance Allowing the Operation of Motorcycle Taxis in Davao City," was originally authored by Councilor Danilo Dayanghirang. It was approved on third and final reading on May 11, 2021, under the 19th City Council. More recently, on March 4, 2025, the 20th City Council passed a resolution dated February 11, 2025. This resolution urged LTFRB-Davao Region to include Davao City in the implementation of the motorcycle taxi pilot study program.
Currently, only Metro Manila, Cebu, and Cagayan de Oro are included in this pilot program. The exclusion of Davao City has previously led to the apprehension of motorcycle ride-hailing operators in the area, highlighting the need for regulatory frameworks like the newly granted accreditation for RideIT to ensure lawful and safe operations.
