The Land Transportation Office in Central Visayas (LTO 7) has officially transferred five units of alcohol breath analyzers (ABAs) to the Cebu Provincial Government. This strategic move comes as a direct response to the alarming increase in road accidents across the province that are linked to drivers under the influence of alcohol.

Formalizing a Critical Partnership

On Thursday, February 19, 2026, a significant Memorandum of Agreement (MOA) was signed to solidify the collaboration between LTO 7, the Province of Cebu, and the Cebu Provincial Police Office (CPPO). The agreement is specifically designed to bolster the enforcement of Republic Act No. 10586, widely known as the "Anti-Drunk and Drugged Driving Act of 2013."

Key Signatories and Immediate Action

The MOA was executed by LTO Chief Assistant Secretary Markus Lacanilao and Cebu Governor Pamela Baricuatro. The signing ceremony was witnessed by LTO 7 Officer-in-Charge Francisco "Franz" Ranches Jr. and Police Colonel Abubakar U. Mangelen Jr., who serves as the provincial director of the CPPO. Immediately following the formal signing, LTO 7 proceeded with the official turnover of the five breathalyzer units to the CPPO.

Enhancing Roadside Enforcement Capabilities

These alcohol breath analyzers, which will remain the property of the LTO, are set to be utilized by deputized Philippine National Police (PNP) personnel. These officers are assigned to various municipalities and cities throughout Cebu Province. The primary objective is to significantly enhance roadside enforcement capabilities against drunk driving.

Addressing a Documented Rise in Violations

This collaborative initiative was prompted by a documented surge in violations of RA 10586 across Cebu. Given the province's vast geographical area and the limited number of available enforcement officers, LTO 7 identified a pressing need to augment its operational capacity. The solution involves partnering with trained and deputized PNP personnel at the local level to extend the reach of law enforcement.

Responsibilities Under the Agreement

According to the terms outlined in the MOA, LTO 7 assumes responsibility for the provision, ongoing maintenance, and periodic calibration of the alcohol breath analyzers. This is crucial to ensure the devices maintain their accuracy and remain legally admissible as evidence in court proceedings.

In turn, the Cebu Provincial Government, operating through its PNP personnel, is mandated to use the breathalyzers strictly in accordance with established standard operating procedures. They must exercise due diligence in the care and handling of the equipment. Furthermore, the units must be returned to LTO 7 upon the termination of the agreement or if a written notice to that effect is issued by the LTO.
