In a decisive move to enhance road safety, the Land Transportation Office in Central Visayas (LTO 7) has impounded a total of 50 motorcycles as part of a rigorous crackdown on illegally modified mufflers. The operation, which commenced on Monday, February 23, 2026, has seen a significant surge in enforcement actions, with 28 additional motorcycles confiscated on Tuesday, February 24, following the initial seizure of 21 units on the first day.
Strict Enforcement Under National Laws
LTO 7 Director Francisco "Franz" Ranches Jr. emphasized that the operations are ongoing and unwavering, with public safety as the paramount concern. "No one is above the law, regardless of position or status—our priority is public safety, and we will continue these operations to ensure that all motorists comply with existing regulations," stated Ranches. This enforcement is grounded in Section 34 of Republic Act No. 4136, the Land Transportation and Traffic Code, which prohibits the alteration or removal of mufflers, and Section 5.2.7 of Department Order No. 2010-32, which explicitly bans such modifications.
Penalties and Compliance Measures
Violators of these regulations face severe consequences, including:
- A minimum fine of P5,000
- Immediate vehicle impoundment
- Mandatory on-site replacement of non-compliant exhaust systems
The agency has issued a strong advisory urging motorists to verify that their exhaust systems adhere to standard manufacturer specifications to avoid these penalties. Additionally, LTO 7 recommends consulting only official and reliable government sources for accurate information on muffler regulations, ensuring compliance and preventing inadvertent violations.

This crackdown is part of a broader nationwide initiative led by LTO Chief and Assistant Secretary Markus Lacanilao.
