In a decisive move to curb disruptive noise pollution, personnel from the Land Transportation Office (LTO) 7 seized 21 motorcycles equipped with illegally modified mufflers during an intensified enforcement campaign in Cebu City on Monday, February 23, 2026. The operation, which lasted until 5 p.m., targeted vehicles using exhaust systems that deviate from manufacturer specifications, as confirmed by the agency.

Legal Basis for the Enforcement Action

The impoundment of these motorcycles was carried out due to violations of Section 34 of Republic Act No. 4136, also known as the Land Transportation and Traffic Code, and Section 5.2.7 of Department Order No. 2010-32, which explicitly prohibits alterations to original exhaust systems. This enforcement aligns with directives from the Office of the Assistant Secretary, mandating stricter implementation of regulations concerning vehicle noise and unauthorized modifications to exhaust systems.

Response to Public Complaints and Safety Concerns

The crackdown was initiated following numerous complaints received by the LTO main office regarding vehicles and motorcycles on public roads generating excessive and disturbing noise. Authorities have warned that motorcycles and other vehicles fitted with illegal or overly loud mufflers may face fines of at least P5,000. Penalties could also include vehicle impoundment and orders for immediate replacement of the muffler at the impounding site itself.

National Directive and Ongoing Efforts

The prohibition on muffler modifications is grounded in Memorandum MVL-2026-025, signed by LTO Chief Assistant Secretary Markus Lacanilao and issued to all relevant offices and officials nationwide. Starting from February 23, the agency has ramped up efforts to impound modified mufflers and will continue these operations until it is assured that no noisy exhaust systems remain on the streets. This campaign underscores the LTO's commitment to maintaining public order and reducing environmental nuisances caused by vehicular noise.
