Surge in Seizures as Operations Expand

Initial reports indicated that 21 motorcycles were confiscated on Monday, but data released by LTO 7 on Tuesday revealed an additional 28 motorcycles seized for muffler violations. Furthermore, one motor vehicle was apprehended for operating without valid registration, underscoring the comprehensive nature of the crackdown. The combined total of 50 impounded motorcycles highlights the widespread issue of non-compliant modifications in the region.

Strict Enforcement and Legal Mandates

LTO 7 Director France Ranches emphasized the agency's unwavering commitment to public safety, stating that operations will persist to ensure all motorists adhere to regulations. "No one is above the law, regardless of position or status—our priority is public safety, and we will continue these operations to ensure compliance," Ranches declared. The crackdown is grounded in specific legal provisions:

  • Section 34 of Republic Act 4136, the Land Transportation and Traffic Code, prohibits the alteration or removal of mufflers.
  • Section 5.2.7 of Department Order 2010-32 explicitly bans muffler modifications.

Violators face severe penalties, including a minimum fine of P5,000, vehicle impoundment, and mandatory on-site replacement of non-compliant exhaust systems.

Collaborative Efforts and Public Advisory

In a show of inter-agency cooperation, Highway Patrol Group (HPG) 7 Chief Lt. Col. Wildemar Tiu met with Director Ranches on February 24, pledging HPG 7's assistance in apprehending vehicles with illegal muffler modifications. Tiu discussed initiatives to enforce national traffic laws, reinforcing the partnership between HPG 7 and LTO 7 to uphold road regulations. This collaboration aims to address numerous public complaints regarding excessive noise from motorcycle and vehicle exhaust systems, which have been a persistent concern in the area.

To avoid penalties, LTO 7 urges motorists to ensure their exhaust systems meet standard manufacturer specifications and to consult only official government sources for regulations. The agency warns that enforcement operations will continue in the coming days, as directed nationwide by LTO Chief and Assistant Secretary Markus Lacanilao.

Following his visit to LTO 7, Lt. Col. Tiu proceeded to meet with Cordova Mayor Cesar "Didoy" Suan, further extending outreach efforts to local government units. This crackdown reflects a broader initiative to promote safer and quieter communities through rigorous adherence to traffic laws.
