A tragic road accident in Cebu City has claimed the life of a young delivery rider in the early hours of Wednesday morning. The incident involved a counterflowing pickup truck that struck a motorcycle, resulting in fatal consequences.
Details of the Fatal Collision
The crash occurred at precisely 12:19 AM on Wednesday, December 17, 2025, along MJ Cuenco Avenue in Barangay Hipodromo, Cebu City. According to the investigation by the Cebu City Police Office (CCPO) Traffic Enforcement Unit (TEU), the vehicles involved were traveling in opposite directions.
The victim, identified as 29-year-old Jan-Jan Salubre, was riding his motorcycle southbound. A native of Sogod City, Salubre was currently residing on Kennedy Street in Barangay Hipodromo. The other vehicle was a Ford Ranger with plate number NGK 2386, driven by 34-year-old Joefel Anoba Avila from Bayabas Street, Barangay Mambaling, who was heading north.
Reckless Maneuver Leads to Tragedy
Investigators report that upon reaching the area, the Ford Ranger suddenly swerved to the left, crossing into the opposite lane and initiating a counterflow. Due to its speed, the pickup truck violently collided with the oncoming motorcycle driven by Salubre.
The impact was severe enough to throw the rider onto the concrete pavement. The Ford Ranger driver failed to stop immediately, dragging the motorcycle for several meters before coming to a halt. The victim sustained massive injuries to his body and head.
Aftermath and Legal Consequences
An ambulance from the City Disaster Risk Reduction and Management Office (CCDRRMO) quickly responded to the scene. Salubre was rushed to the Cebu City Medical Center (CCMC), but medical personnel declared him dead on arrival.
The TEU's investigation concluded that the driver of the Ford Ranger was at fault for the counterflow maneuver, which constitutes a violation of Section 48 of Republic Act 4136 (the Land Transportation and Traffic Code) for Reckless Driving.
As a result, Joefel Anoba Avila is currently under the custody of the TEU. Authorities are preparing to file a case of Reckless Imprudence Resulting in Homicide and Damage to Property against him. This incident serves as a grim reminder of the deadly consequences of traffic violations.
