The sedan was driven by Willjun Calago, 42, from Sityo Mahayahay, Barangay Apas, Cebu City. The impact caused the multicab to overturn, trapping waiting passengers and those inside both vehicles.

During a media interview, Willjun Calago, the sedan driver, denied speeding and claimed that his steering wheel locked, leading to the accident. He stated, "I tried to overtake, sir, but the steering wheel locked, and I couldn't regain control. It's my fault because I couldn't control the vehicle." He also mentioned he had not slept prior to the incident.
Police Lt. Col. Dexter Calacar, chief of the Naga City Police Station, emphasized that the investigation is ongoing, and they are awaiting formal complaints from the victims. He urged drivers to exercise caution and avoid speeding, noting that Calago was driving at a high speed, which contributed to the severity of the damage. Calago is currently under hospital arrest and faces charges of Reckless Imprudence Resulting in Multiple Physical Injuries and Damage to Property.
