Tragic Accident in Talisay Claims Life of One-Year-Old Girl
A joyful family outing turned into a heartbreaking tragedy when a one-year-old girl lost her life after being run over by a dump truck in Barangay Lagtang, Talisay City, on the afternoon of Monday, March 2, 2026. The victim has been identified as Bell Racal, the youngest of three siblings and a resident of Purok Saging, Barangay Campo 4, Talisay.
Details of the Fatal Collision
According to an investigation by the Talisay City Traffic Police, the family was on their way home from shopping in Tabunok. The motorcycle was driven by the father, Lelan Remejio, 51, with the mother, Jocelyn, 45, riding as a passenger. Jocelyn was carrying and breastfeeding the young victim during the journey.
Upon reaching Sityo Lasco, the motorcycle was sideswiped by a dump truck driven by Rolando Tapdasa, 52, from Guindaruhan, Minglanilla City. Police reports indicate that the truck driver failed to notice the motorcycle as it attempted to pass on the side, resulting in the collision. The impact caused the mother to lose hold of the child, who fell under the truck and was tragically run over by the rear wheels.
Driver's Account and Apology
Tapdasa admitted that he did not see the motorcycle while driving forward. He expressed shock when bystanders alerted him to the accident. "I ask for forgiveness from the family. I did not intend for this to happen. It is very painful because it involved a child, and I also have children of my own," Tapdasa stated.
Safety Warnings and Family Circumstances
Jonathan "Joy" Tumulak, chief of the City of Talisay-Traffic Operations and Development Authority (CT-TODA), issued a stern warning to parents to exercise extra caution when traveling by motorcycle with minors. It was revealed that the parents were forced to bring the child along because no one was available to look after her at home.
Legal and Settlement Developments
As of the latest reports, the two parties involved have met to discuss the incident. A settlement has been reached, with the dump truck driver's employer committing to cover all funeral expenses for the victim. This development follows initial legal proceedings, as reported by Jane D. Gallardo.
The community is left mourning this devastating loss, highlighting ongoing concerns about road safety and the risks associated with motorcycle travel, especially for vulnerable passengers like young children.
