According to an investigation conducted by the Carbon Police Station, the young victim was seated and playing with her dog along Escanio Street when the suspect, Mel, suddenly approached her. Without hesitation, he reportedly removed his short pants and began handling his private parts while engaging in lewd behavior directly in front of the child.
Frightened by the encounter, the girl immediately fled the scene, running to her mother while crying and disclosing the inappropriate actions of the suspect. Upon hearing her daughter's account, the mother rushed outside to confront the situation.
Mother's Response and Arrest
When the mother arrived at the location, she allegedly found Mel still continuing his indecent act, which included sticking out his tongue in a provocative manner.
