MTRCB and KWF Convene to Enhance Filipino Sign Language in Media
The Movie and Television Review and Classification Board (MTRCB) and the Komisyon sa Wikang Filipino (KWF) organized a significant roundtable discussion on February 9, 2026, held at the MTRCB office. This meeting was designed to foster collaboration and address key issues related to the implementation of Republic Act No. 11106, commonly known as the Filipino Sign Language Act.
Clarifying Regulatory Roles and Media Standards
The primary objective of the discussion was to clarify the MTRCB's role in enforcing the Filipino Sign Language Act, with a specific focus on the use of Filipino Sign Language (FSL) in various media formats. Participants engaged in detailed conversations to ensure that broadcast media consistently features FSL interpreters inset, alongside the proper utilization of open and closed captions. The dialogue emphasized the importance of ongoing consultation between the MTRCB, as the regulatory authority, and the KWF, as the policy-making institution, to streamline efforts and enhance compliance.
Addressing Challenges and Community Perspectives
During the roundtable, challenges associated with sign language usage in media were thoroughly examined. One notable issue discussed was the existence of different varieties of FSL, which could potentially lead to confusion among viewers. The KWF provided reassurance that all these varieties are recognized as legitimate forms of FSL and confirmed that the Deaf community has expressed no objections to their inclusion in media. This insight aimed to alleviate concerns and promote a more inclusive approach to sign language representation.
Key Participants and Future Directions
The discussion featured prominent representatives from both organizations. From the KWF, Chairperson Atty. Marites Barrios-Taran led the delegation, accompanied by Commissioner Dr. Benjamin Mendillo Jr., Carmelita C. Abdurahman from the FSL Unit, Mr. Patrick Bryan Q. Abaza, Senior Deaf Advocacy Officer, and Ms. Diana Pria B. Vizmanos, Deaf Advocacy Officer. On the MTRCB side, Chairperson Atty. Cesar Pareja spearheaded the meeting, supported by Co-Chair Atty. Pedro Cesar Gabriel Solidum, Co-Chair Atty. Mynoa Sto. Domingo, Atty. Inah Tolentino of the Legal Division, Roberto C. Diciembre, Executive Director II, and other key members including Ms. Josefina Bañaga, Ms. Wilma Galvante, Ms. Ma. Cecilia Villarosa, Ms. Neal Felix Del Rosario, Ms. Rosario Fabregas, and Mr. Robbi Ramos.
This collaborative effort underscores a commitment to improving accessibility and representation for the Deaf community in Philippine media, with plans for continued dialogue and policy refinement.
