According to Senate President Pro Tempore Panfilo 'Ping' Lacson, Singson personally approached him to express his intention to participate in the upcoming hearings of the investigative panel. Lacson has formally accepted Singson's request to testify, acknowledging the former governor's potential to shed light on the matter.
"As a former governor, it is within Singson's knowledge to speak truthfully during the investigation," Lacson stated, emphasizing the credibility of the potential witness.

In previous interviews, Singson had already called for government investigations into flood control projects in Ilocos Norte, the political stronghold of the Marcos family.
