Former Ilocos Governor Luis "Chavit" Singson has publicly declared his readiness to provide testimony before the Senate Blue Ribbon Committee concerning alleged irregularities in flood control projects. This significant development comes as the Senate intensifies its scrutiny of infrastructure spending.
Direct Communication with Senate Leadership
According to Senate President Pro Tempore Panfilo 'Ping' Lacson, Singson personally approached him to express his intention to participate in the upcoming hearings of the investigative panel. Lacson has formally accepted Singson's request to testify, acknowledging the former governor's potential to shed light on the matter.
"As a former governor, it is within Singson's knowledge to speak truthfully during the investigation," Lacson stated, emphasizing the credibility of the potential witness.
Focus on Ilocos Norte Projects
In previous interviews, Singson had already called for government investigations into flood control projects in Ilocos Norte, the political stronghold of the Marcos family. He further alleged that contractors involved in these projects have connections to Discayas, adding another layer to the controversy.
Scheduled Hearing and Senate Timeline
The Senate has tentatively set the next hearing date for April 14, 2026, following the legislative body's recess for Holy Week. The Senate will adjourn on March 21 and reconvene on May 3, 2026, creating a clear timeline for the proceedings.

When questioned about plans to invite the '18 ex-Marines' as resource persons for the hearings, Lacson indicated that this matter is still under study. He expressed caution, noting that if any witness is found to be clearly lying and a motion is made to cite them for contempt, it could create complications by appearing to harass resource persons.
