Manila Representative Bienvenido Abante has strongly emphasized that the recent testimony provided by Ramil Madriaga uncovers potential irregularities in the transfer of public funds, which may have circumvented standard audit safeguards. Abante insisted that these allegations cannot be dismissed lightly and must undergo a meticulous investigation by the House Committee on Justice to ensure accountability and transparency in government operations.
Allegations of Misuse and Questionable Transactions
Abante highlighted that if the claims are substantiated, there is a possibility that government funds were utilized for private distribution purposes, raising serious concerns about fiscal responsibility. He further questioned the reported use of unconventional methods in the transactions, including duffel bags and "car tire key drops," which suggest attempts to obscure the flow of money.
Rapid Expenditure and Scrutiny of Safehouses
In addition, Abante pointed to the swift spending of P125 million by the Office of the Vice President within just 11 days, allocated for safehouses with names that have been questioned by the Philippine Statistics Authority. This rapid expenditure pattern has sparked further inquiry into the legitimacy and oversight of such financial activities.
Clarifying the Role of the House
"Let's be clear: we are not here to convict; we are here to determine a threshold," Abante stated, underscoring that the primary duty of the House is to ascertain whether there is sufficient basis to proceed with an impeachment process against Vice President Sara Duterte, rather than to immediately assign guilt. He explained that the act of questioning and issuing subpoenas is an integral part of promoting transparency and accountability, not a form of harassment or pressure.
Examining Credibility and Legal Rights
Abante also noted that while Madriaga's credibility should be thoroughly examined during the hearings, he retains the legal right to testify. This balance ensures that the investigation remains fair and just, without prejudging any party involved.
Commitment to Democratic Principles
Reiterating his stance, Abante clarified that he holds no personal animosity toward the Vice President; his actions are driven by a commitment to holding the appropriate individuals accountable. "Transparency is not persecution. Questions are not convictions. And accountability is not harassment—it is the lifeblood of a functioning democracy," he affirmed, reinforcing the importance of these principles in maintaining public trust and governance integrity.
