Allegations of Misuse and Questionable Transactions
Abante highlighted that if the claims are substantiated, there is a possibility that government funds were utilized for private distribution purposes, raising serious concerns about fiscal responsibility. He further questioned the reported use of unconventional methods in the transactions, including duffel bags and "car tire key drops," which suggest attempts to obscure the flow of money.
Rapid Expenditure and Scrutiny of Safehouses
In addition, Abante pointed to the swift spending of P125 million by the Office of the Vice President within just 11 days, allocated for safehouses with names that have been questioned by the Philippine Statistics Authority. "Let's be clear: we are not here to convict; we are here to determine a threshold," Abante stated, underscoring that the primary duty of the House is to ascertain whether there is sufficient basis to proceed with an impeachment process against Vice President Sara Duterte, rather than to immediately assign guilt. He explained that the act of questioning and issuing subpoenas is an integral part of promoting transparency and accountability, not a form of harassment or pressure.
