LTFRB Implements Stricter Franchise Rules for Public Utility Vehicles
The Land Transportation Franchising and Regulatory Board (LTFRB) has announced a significant policy shift, declaring that it will no longer renew franchises for dilapidated public utility vehicles (PUVs). This move is in direct response to President Ferdinand R. Marcos Jr.'s mandate to enhance the reliability and comfort of public transportation across the Philippines.
New Confirmation Process to Ensure Vehicle Safety
LTFRB Chair Vigor Mendoza II emphasized that the board will adopt a stringent new confirmation process. "We will not confirm the franchise of any broken-down vehicles," Mendoza stated in a press briefing last Friday. This initiative aims to address widespread complaints and the firsthand experiences of Department of Transportation (DOTr) officials regarding the poor condition of many buses, jeepneys, and even modern jeepneys.
Mendoza shared a personal anecdote, recounting a ride on a jeepney in the Visayas with a large hole in the floor. He also noted that some jeepneys in Metro Manila have torn and dirty seats, highlighting the urgent need for reform. "I am talking about the modern jeepneys. I don't even want to discuss the traditional jeepneys and let me not get started with the taxis," he added, underscoring the extent of the issue.
Comprehensive Inspection and Monitoring Plan
The reform will begin with thorough inspections and continuous monitoring of all PUVs, including jeepneys, taxis, and buses. Mendoza explained that the LTFRB is legally mandated to regulate public transport, ensuring roadworthiness, driver competence, passenger safety, and overall system efficiency. "We in the LTFRB are tasked by law to regulate public transport in the country, ensure roadworthiness, guarantee that only competent and well-trained drivers are behind the wheels of PUV vehicles, ensure the safety of our passengers, the efficiency of our transport system, and the comfort and convenience of our riding public," he elaborated.
This proactive approach is designed to tackle long-standing problems in the public transport sector, promoting a safer and more comfortable commuting experience for Filipinos.

The proposed measures will be discussed further by the LTFRB board and its senior officials to develop clear implementation guidelines.
