Monsanto Installed as NBI 7 Regional Director in Cebu

Jose Ermie Monsanto has been formally installed as the new regional director of the National Bureau of Investigation in Central Visayas (NBI 7). The official turnover ceremony took place on Tuesday, January 27, 2026, marking a significant leadership change for the agency in the region.

A Proactive Shift in Investigative Strategy

Director Monsanto is introducing a fresh, proactive approach to law enforcement in Central Visayas. Under his leadership, NBI 7 will move away from passive crime reporting methods. Instead of waiting for complainants to visit their offices, agents will actively seek out individuals who need assistance. This strategic shift aligns with new directives issued by the NBI central office in Manila, aiming to enhance community engagement and crime resolution rates.

During his installation speech, Monsanto emphasized his commitment to fair and evidence-based legal proceedings. "We will use our office to prosecute, not to persecute. We will decide cases, we will resolve cases based on evidence, not based on personalities," he stated clearly. This declaration underscores his dedication to impartial justice and transparent operations within the bureau.

Key Priorities for the Coming Year

Under Monsanto's guidance, NBI 7 will concentrate its investigative resources on several critical areas affecting Central Visayas. The agency's top priorities for 2026 include:

  • Flood Control Projects: Investigating controversies and potential irregularities in local infrastructure developments.
  • Corruption Allegations: Examining claims of government misconduct and ensuring accountability in public service.
  • Environmental Law Violations: Cracking down on activities that harm the region's natural resources and ecosystems.

These focus areas reflect Monsanto's intent to address both immediate community concerns and systemic issues that impact regional stability and development.

A Veteran Lawman Returns to His Roots

Jose Ermie Monsanto brings extensive experience to his new role, holding qualifications as both a Certified Public Accountant (CPA) and a lawyer. His connection to Cebu runs deep, as he began his NBI career in this very region as an agent back in 1991. This appointment represents a homecoming for the seasoned official.

Prior to leading NBI 7, Monsanto served as the regional director in Zamboanga and has worked across various assignments in Visayas and Mindanao. His professional background includes significant achievements in combating counterfeit goods operations and prosecuting illegal business activities, demonstrating a proven track record in law enforcement and regulatory compliance.

Monsanto succeeds lawyer Rennan Augustus Oliva, who is transitioning to a new position in Eastern Visayas. This leadership change is part of a broader nationwide reorganization within the NBI, aimed at optimizing operational efficiency and regional coordination across the Philippines.
