Eastern Visayas Police Honor SAF 44 Legacy on 11th Anniversary
Police Commemorate SAF 44 Heroism in Leyte Ceremony

Police forces in Eastern Visayas gathered in a poignant ceremony to commemorate the 11th anniversary of the heroic sacrifice of the Special Action Force (SAF) 44. The event took place at the Heroes' Monument within Camp Ruperto Kangleon, located in Palo, Leyte, on Sunday, January 25, 2026.

A Solemn Tribute to Fallen Heroes

During the wreath-laying ceremony, Brigadier General Jason Capoy, the regional director of Police Regional Office 8, delivered heartfelt remarks. "The sacrifice of the Fallen 44 remains deeply embedded in the hearts of Police Regional Office 8 and the entire Philippine National Police," he stated. "Their unparalleled heroism continues to serve as a profound source of strength and inspiration, motivating our police force to fulfill their sacred duty to serve and protect without any hesitation."

Remembering the Mamasapano Operation

The SAF 44 members lost their lives during a critical anti-terrorism mission named "Oplan Exodus". This operation occurred on January 25, 2015, in Tukanalipao, Mamasapano, Maguindanao. Their bravery in the face of extreme danger has become a defining moment in Philippine law enforcement history.

Eastern Visayas' Connection to the Fallen

Six of the 44 valiant officers hailed from the Eastern Visayas region, highlighting a local connection to this national tragedy. The heroes from the area include:

  • PO3 John Lloyd Sumbilla from Sulat, Eastern Samar
  • PO2 Rodel Ramacula from Rosario, Northern Samar
  • PO2 Glenn Bedua from Dulag, Leyte
  • PO2 Noel Balaca Jr. from Oras, Eastern Samar
  • PO1 Joseph Sagonoy from Silvino Lubos, Northern Samar
  • PO1 Mark Lory Clemencio from Carigara, Leyte

Inspiration for Current Law Enforcers

Brigadier General Capoy emphasized the ongoing impact of their sacrifice. "Their sacrifice is a constant reminder of the immense responsibility we bear as law enforcers. Every day we wear our uniform, we must embody the same valor and unwavering dedication demonstrated by the SAF 44," he remarked, offering solace to the families and loved ones of the fallen officers.

He further added, "They have shown us that true heroism is not measured by medals or awards, but by the selfless willingness to give everything for the greater good of our nation." Capoy affirmed that the legacy of the SAF 44 "has left an indelible mark on this region, where they are revered as enduring models of honor and bravery."

Commemoration with a Forward-Looking Theme

This year's anniversary observance was conducted under the theme, "In Valor, We Remember: A Pledge for Future Generations." This theme underscores a commitment to honoring the past while inspiring continued dedication to public service among upcoming generations of police officers and citizens alike.
