South African National Arrested in Cebu on Interpol Red Notice for Sexual Assault Charges
The Bureau of Immigration (BI) has confirmed the arrest of a South African national in Cebu, who is currently facing deportation proceedings due to an active Interpol Red Notice issued for serious sexual offenses in Kenya. The fugitive, identified as Michael James Noble Ballantine, also known as Michael James Ballantine, aged 42, was taken into custody following a coordinated operation in Mandaue City.
Details of the Arrest and Charges
According to official reports from the BI, the arrest occurred on Wednesday, March 18, 2026, during a joint operation spearheaded by the agency's Fugitive Search Unit. Ballantine was intercepted after he submitted an application at the BI Cebu District Office, leading to his immediate detention.
The Interpol Red Notice targets Ballantine for charges of sexual assault and compelled indecent acts under Kenya's Sexual Offences Act of 2006. Information relayed to the BI via the Philippine Center on Transnational Crime indicates that the alleged assaults took place inside his vehicle in August 2024.
Legal Proceedings and Immigration Status
A Kenyan court issued a warrant for Ballantine's arrest in September 2024, with the Interpol Red Notice being published the following month. Immigration records show that Ballantine entered the Philippines as a temporary visitor in December 2024.
His visa expired in 2025, the same year he was added to the BI's blacklist and watchlist for being classified as an undesirable alien and a fugitive from justice. This designation underscores the severity of the charges and the international pursuit for his apprehension.
Current Custody and Deportation Process
Ballantine is presently held under the custody of BI 7, where authorities are managing the ongoing deportation process. The BI emphasizes that this case highlights the effectiveness of international cooperation in tracking and capturing individuals wanted for serious crimes across borders.
