CSC Issues Urgent Reminder for SALN Submission by April 30

The Civil Service Commission (CSC) has reiterated its call for all government officials and employees to submit their Statement of Assets, Liabilities, and Net Worth (SALN) on or before April 30. This requirement is in strict compliance with Republic Act No. 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees.

Who Must File and Key Deadlines

According to the CSC, the obligation to file a SALN applies to all personnel in national and local government agencies, state universities and colleges, and government-owned or -controlled corporations (GOCCs). The submission must include a complete declaration of assets, liabilities, and business interests. However, this mandate does not cover casual workers or individuals in honorary positions.

Employees are required to submit their SALN within 30 days after entering government service, annually before April 30, and within 30 days after leaving their positions. This ensures continuous transparency and accountability throughout their tenure.

New Filing Procedures and Digital Options

The CSC has implemented the updated 2025 SALN form and now permits digital filing to streamline the process. As per Civil Service Commission Resolution No. 2500632, employees must submit three original copies to their agency's Human Resource Management Office (HRMO). It is crucial that each page of the SALN is fully completed and signed to avoid delays or penalties.

Responsibilities of HRMOs

In addition to individual submissions, HRMOs are reminded to consolidate and submit their agency's SALN records to the designated repository office on or before October 30 of each year. This consolidated reporting helps maintain organized records and facilitates oversight by regulatory bodies.

The CSC emphasizes that timely submission of SALNs is essential for upholding ethical standards and preventing corruption in public service. Failure to comply may result in administrative sanctions, reinforcing the importance of meeting the April 30 deadline.
