In a heartwarming pre-Christmas event, 108 persons deprived of liberty (PDLs) were granted their freedom from the Mandaue City Jail on Monday, December 22, 2025. The release was made possible through the Good Conduct Time Allowance (GCTA) program, offering a second chance just days before the holiday.
A New Beginning for 108 Individuals
The mass release was part of a special Christmas-based ceremony focused on reintegration. Among those who walked out as free individuals was a 47-year-old man identified as alias Jonathan. He had served one year and six months for selling illegal drugs. Overcome with emotion, Jonathan wept tears of joy during the ceremony, expressing profound gratitude for his unexpected freedom.
"I cried because of happiness. I am so thankful that I am finally free," Jonathan shared in a media interview. He admitted that life inside was difficult and vowed to change his ways. "I admit I will change my life. I will not return here. I will start anew," he stated firmly. His release came as a surprise to his family, marking what he considers a pivotal turning point.
The Mechanics of the GCTA Program
The early release was authorized under Republic Act 10592. This law allows qualified inmates to reduce their sentence through demonstrated good behavior, adherence to jail rules, and active participation in rehabilitation, educational, and interfaith programs. Each case is rigorously evaluated by the Management Screening Evaluation Committee.
Jail Superintendent Jessie Gingoyon of the BJMP Mandaue City explained the process. "This is a Christmas GCTA-based release and reintegration ceremony where 108 PDLs availed of their right to early release," Gingoyon said. He clarified that not all inmates are eligible. "Those who are recidivists, habitual offenders, escapees, and individuals facing heinous crimes are not qualified for GCTA," he added.
Support for Reintegration
To support the former inmates in their first steps back into society, each was provided with practical assistance. As they departed, each person received a Christmas gift pack containing five kilos of rice and ten canned goods. This gesture aims to offer immediate relief and support as they reunite with their families and communities during the festive season.
The ceremony included messages and reminders from officials of the Bureau of Jail Management and Penology (BJMP) in Mandaue City, preparing the individuals for the challenges and opportunities of life outside. This annual initiative highlights the government's focus on restorative justice and the belief in the capacity for change, offering a beacon of hope during Christmas.
