In a significant development within the Philippine National Police (PNP), Brigadier General Jessie Tamayao has voluntarily stepped down from his position as acting director of the Highway Patrol Group (HPG). This decision follows serious allegations of sexual harassment made by a female subordinate, which have prompted an official investigation.

Brigadier General Tamayao, who was appointed as HPG Director on March 9, 2026, has firmly denied the accusations leveled against him by a female police non-commissioned officer. In a public statement, he emphasized his commitment to professionalism and respect for colleagues.

"I have always conducted myself with the utmost professionalism and respect for my colleagues and the public I serve. I firmly deny the allegations. I can only deduce this is a personal vendetta the reason of which I am not aware," Tamayao stated.

He further explained that his resignation is not an admission of guilt but a measure to ensure an impartial investigation. "To ensure a completely impartial, fair, and transparent conduct of the investigation, I have decided to voluntarily step down from my position as Acting Director of the PNP Highway Patrol Group, effective immediately. My decision to resign is not an admission of guilt, but a demonstration of my commitment to due process and the institutional reputation of the Philippine National Police," he added.

Details of the Allegations

The alleged victim has filed a formal complaint with the National Police Commission (Napolcom), accusing Tamayao of violating Republic Act 7877, the Anti-Sexual Harassment Act of 1995, and Republic Act 10173, the Data Privacy Act of 2012.

According to Napolcom Vice Chairman and Executive Officer Rafael Calinisan, the victim's account describes Tamayao inviting her to engage in sexual activity while allegedly touching her buttocks. The complainant reported that these actions were accompanied by intimidation and threats, including reassignment to Mindanao if she refused his advances.

Additionally, the complaint alleges that Tamayao accessed her cellphone without consent, read her messages, and took photos of images and conversations from her gallery, Messenger, and Viber accounts. He is accused of threatening to use this information against her if she reported the incident to former HPG Director Brigadier General Hansel Marantan.

Investigation and Cooperation

Tamayao has vowed to fully cooperate with any investigation into the matter. The Napolcom is expected to conduct a thorough review of the allegations to determine their validity and ensure justice is served.
