In a proactive move to address the persistent traffic challenges plaguing the city, the Cebu City Council is pushing for the enactment of a lane discipline ordinance. This proposed legislation, spearheaded by City Councilor Edgardo "Jaypee" Labella, seeks to regulate road lanes on major thoroughfares and impose penalties on violators, with the goal of streamlining traffic flow and enhancing road safety.

Key Provisions of the Proposed Lane Discipline Ordinance

The ordinance, titled the "Lane Discipline Ordinance of Cebu City," outlines specific lane designations to bring order to the chaotic streets. Under this initiative:

  • The innermost lane (left lane) will be reserved exclusively as an overtaking or fast lane, intended for vehicles passing slower traffic.
  • The outermost lane (right lane) will be designated as a motorcycle preferred lane, providing a safer space for two-wheeled vehicles.

Councilor Labella emphasized that clear road markings and signage must be installed before enforcement begins. This includes labels such as "Left lane – Overtaking/fast lane only" and "Right lane – Motorcycle preferred lane" to guide motorists effectively.

Addressing Traffic Congestion and Safety Concerns

The ordinance is a direct response to the severe traffic congestion, frequent road altercations, and alarming rate of motorcycle accidents in Cebu City. Common issues like lane-swerving, counterflow driving, and slow vehicles obstructing fast lanes have contributed to these problems, prompting the council to take legislative action.

To ensure a smooth transition, the implementation will be gradual. A 60-day traffic engineering study is required prior to full rollout, allowing for data-driven adjustments. Enforcement will only commence once proper signage and road markings are in place, ensuring compliance and minimizing confusion among drivers.

Enforcement and Agency Roles

The Cebu City Transportation Office (CCTO) will serve as the primary agency responsible for enforcing the ordinance. They will be supported by the Philippine National Police (PNP) and local barangay officials, creating a collaborative effort to monitor adherence and issue fines to those who disregard the lane rules.
