The City Government of Davao has taken a significant step to formalize and map the agricultural assets within its jurisdiction by mandating the registration of all farming and fishing machinery. This move aims to bolster data-driven planning and extend concrete benefits to equipment owners.
New Executive Order Implements Registration Framework
On December 26, 2025, Mayor Sebastian Duterte signed Executive Order No. 29, Series of 2025. This order puts into effect the detailed rules for City Ordinance No. 0167-23, Series of 2023, which established the registration system. The primary goal is to provide a clear framework for both machinery owners and the City Agriculturist’s Office (CagrO) to execute the registration process effectively.
The registration is a one-time requirement covering both newly acquired and currently used agricultural and fisheries machinery and equipment. This includes a wide range of tools used in crop production, livestock, fisheries, harvesting, processing, storage, transport, and even research. The official list of covered items is based on classifications from the DA-Regional Agricultural Engineering Division (RAED) and the Bureau of Fisheries and Aquatic Resources (BFAR).
Benefits and Incentives for Registered Owners
While registration is mandatory, the city offers several valuable incentives to encourage compliance and support its farming and fishing communities. Owners who complete the process will enjoy:
- Priority access to government programs, projects, and subsidies related to agricultural and fisheries machinery.
- Easier recovery assistance for locating registered machinery if lost or stolen.
- Priority use of Common Service Facilities (CSF) services in the city.
- The provision of insurance coverage for registered machinery through the Philippine Crop Insurance Corporation (PCIC).
The registration fee is set at a modest Php 150 per establishment or owner. This fee includes the cost of an official registration sticker and is payable at the City Treasurer’s Office or any authorized district office.
Strategic Goals and National Alignment
The overarching objective of this initiative extends beyond local inventory. By legitimizing ownership and creating a comprehensive database, the Davao City Government aims to enhance its planning, programming, and monitoring capabilities for the agricultural sector. The collected data will also contribute to a national database, aligning with broader agricultural development strategies and existing laws.
This policy comes at a time when the agricultural export sector shows promising growth. Recent data highlights that fruits and nuts led export gains, contributing $243.2 million, or 33.6 percent of total agricultural shipments. A formalized machinery registry can support efforts to sustain and increase such productivity by ensuring better resource management and targeted government intervention.
