According to the investigation conducted by the Traffic Enforcement Unit (TEU) of the Cebu City Police Office (CCPO), the event unfolded at approximately 10:50 PM along Escario Street, directly in front of the Capitol building. The victim, identified as alias Rey, a 72-year-old individual, had halted his Mitsubishi Xpander with plate number GAS 3602 due to a red traffic signal. Suddenly, his vehicle was rear-ended by the suspect's car, which was a service vehicle belonging to the reporter's television station.

Instead of cooperating with the situation, the suspect, known as alias Mike, an adult and unmarried resident of Barangay Tisa, failed to engage when a passenger from the victim's car approached to gather information. In a bid to escape, the suspect executed a U-turn and headed towards Fuente Osmeña, sparking immediate concern among onlookers and authorities.
