The Bureau of Jail Management and Penology (BJMP) in Mandaue City granted early freedom to 108 persons deprived of liberty (PDL) on Monday, December 22, 2025. This Christmas release was made possible through the Good Conduct Time Allowance (GCTA) program, rewarding consistent good behavior and active participation in rehabilitation.
A New Beginning Just Before Christmas
Among those who walked out of the Mandaue City Jail was Jonathan, a 47-year-old who spent one year and six months detained for a violation of the Comprehensive Dangerous Drugs Act. Carrying a Christmas gift pack and renewed hope, his release came as an emotional surprise to his family. "I feel very emotional because of happiness. I am truly grateful that I am finally free," Jonathan told media after a short reintegration ceremony. He vowed to change his life, stating the stark difference between life behind bars and the freedom outside.
How the GCTA Program Works
Jail Superintendent Jessie Gingoyon explained that the release was authorized under Republic Act 10592, or the GCTA law. The program allows qualified detainees to reduce their sentences through good conduct, compliance with jail rules, and participation in rehabilitation, educational, and interfaith programs. Sentence reductions are not automatic and require evaluation by the Management Screening Evaluation Committee.
GCTA credits are earned monthly, with the rate increasing based on length of detention:
- First 2 years: Up to 20 days credit per month.
- 3rd to 5th year: Up to 23 days credit per month.
- 6th to 10th year: Up to 25 days credit per month.
- Beyond 10 years: Up to 30 days credit per month.
Gingoyon provided an example: a detainee with a one-year sentence could see it reduced by 20-30%, potentially serving only around eight months with excellent conduct.
Strict Guidelines Ensure Safety
Superintendent Gingoyon emphasized that the program has strict disqualifications to ensure public safety. Recidivists, habitual offenders, escapees, and individuals charged with heinous crimes are barred from availing of the GCTA. The ceremony, which included Christmas gift packs from Mayor Thadeo Jovito 'Jonkie' Ouano, marked the start of the former detainees' careful transition back into their families and the community. For Jonathan and the 107 others, it represented a critical turning point and a chance to start anew.
