Nearly 600 individuals were arrested for violating various local ordinances in Cebu Province during the implementation of the Safer Cities Initiative on Thursday, June 4, 2026.
The operation was conducted in accordance with the directive of the Department of the Interior and Local Government (DILG) through the aggressive enforcement of Oplan Bulabog, Oplan Sita, and Night Watch Operations, which aim to enhance order, peace, discipline, and security in the community.
According to the Cebu Police Provincial Office (CPPO), local police stations launched 216 anti-criminality operations that resulted in the citation of violators in each municipality.
Most of the recorded violations were for city and municipal traffic ordinances, with 381 motorists and drivers cited. Meanwhile, 84 minors were rescued for violating curfew ordinances, 71 were caught drinking in public places, 26 for smoking, 20 for roaming without a shirt, and several were warned for playing videoke late at night.
In line with the strict enforcement of rules by each local government unit (LGU), the government collected PHP 172,050 in fines, while 207 violators were given only a warning and were released by the police.
The continued police operations are part of crime prevention and community discipline implementation through enhanced police visibility, especially at night.
Police Colonel Abubakar Mangelen Jr., chief of the Cebu Provincial Police, stated: “The successful implementation of the Safer Cities Initiative reflects our unwavering commitment to maintaining peace and order throughout Cebu Province. Through OPLAN Bulabog, OPLAN Sita, and Night Watch Operations, we continue to ensure that local ordinances are respected and observed. These efforts are preventive measures designed to keep our communities safe, disciplined, and secure. We urge the public to remain cooperative and become active partners in preserving peace and order in their respective communities.”
Police Brigadier General Arnold Abad, chief of the Police Regional Office 7, praised the operating units of the CPPO for their relentless dedication in implementing their ongoing campaign.
“The accomplishments of our police personnel demonstrate the effectiveness of proactive policing and community-based law enforcement. I commend the men and women of the Cebu Police Provincial Office for their dedication and professionalism in carrying out the directives of the DILG and the Philippine National Police. Let us continue working together to build safer communities where citizens can live, work, and thrive without fear,” Abad said.
Mangelen assured the public that the provincial police will continue implementing the Safer Cities Initiative along with Oplan Bulabog and Oplan Sita, including Night Watch Operations, for crime prevention, discipline enhancement, and above all, the security of the people in the province.
