Bayan Central Visayas Slams Carbon Market Privatization Plan in Cebu

In a press statement released on Wednesday, February 11, 2026, the progressive group Bagong Alyansang Makabayan (Bayan) Central Visayas has publicly declared its firm opposition to the ongoing implementation of the Carbon Joint Venture Agreement (JVA). The group has described this initiative as a move toward privatizing the Carbon public market, raising alarms over potential negative impacts on the local community.

Economic Concerns for Vendors and Workers

Bayan Central Visayas emphasized that the modernization project could severely harm the livelihoods of vendors, porters, and other informal workers who depend on the market for their daily income. The group expressed deep concerns that privatization might lead to increased rental fees, forced evictions of vendors, and a surge in prices for basic commodities. This, they argue, would disproportionately affect low-income residents who rely on the market for affordable goods.

Historical Significance of Carbon Market

The Carbon public market, recognized as one of the oldest public markets in Cebu City, serves as a primary source of inexpensive food and other essential items, according to Bayan. The group highlighted its cultural and economic importance, stressing that any changes should prioritize public welfare over private profit.

Allegations of Inadequate Public Consultation

Bayan claimed that the JVA was approved during the pandemic without sufficient public consultation or meaningful participation from vendors and other stakeholders. They argued that this lack of transparency undermines the democratic process and ignores the voices of those most affected by the project.

Pressure on Vendors and Structural Changes

Additionally, the group pointed out that the ongoing construction and related consultations are putting undue pressure on vendors to accept agreements under the JVA. They warned that planned structural alterations and fee collections could transform the public market into a profit-driven business, shifting its focus away from community service.

Calls for Review and Cancellation

Bayan Central Visayas has called for an urgent review of the Carbon JVA and advocated for its cancellation if it is proven to disadvantage the city and its residents. They insist that the market should remain under government management to protect vendor livelihoods and keep goods affordable for the public.

Previously, the Cebu City Government has stated that the modernization of Carbon aims to improve facilities and services, with the goal of enhancing the market's infrastructure.
