Lapu-Lapu City Lone District Representative Junard 'Ahong' Chan has strongly dismissed allegations of so-called 'ghost projects' leveled by critic Humprey Elvira, labeling the claims as false and misleading. In a series of recent Facebook posts, Chan addressed specific projects cited by Elvira, providing detailed explanations for their current status and emphasizing their importance to the city's development.

Chan clarified that the Coastal Road Phase 2 in Barangay Pajo has not yet commenced due to pending documentation and approval processes, which are standard in large-scale infrastructure endeavors. He highlighted that this project, along with others like the Tri-Level Interchange in Marigondon, remains in the planning phase and is designed to alleviate traffic congestion on major roads once implemented. 'We should not keep paying attention to these fake news peddlers. I just appeal to the people to verify what is true. You can see our projects in your surroundings,' Chan stated, urging public scrutiny over online accusations.

Background of the Allegations and Critic

The representative's statements come in response to Elvira, administrator of the Facebook page Kugtong sa Opon, who alleged that nine projects listed in the so-called 'Cabral Files' are ghost projects. Elvira, a tattoo artist and vocal critic of the Chan administration, frequently posts commentaries on local government actions in Lapu-Lapu City. Notably, he cited the P300-million Multipurpose Building in Barangay Looc as an example, claiming it has not materialized. In retaliation, Chan explained that this project has evolved into a multipurpose facility, with ongoing efforts to secure its budget. The facility is planned to include a standard Olympic-sized oval capable of hosting national and international sporting events, such as Batang Pinoy and Palarong Pambansa.

Historical Context and Legal Actions

Chan pointed out that similar allegations have been made in the past against projects like the seawall in Barangay Caubian and the sewage treatment plant in Barangay Pajo, both of which he claims to have personally inspected. He also mentioned the completed water pumping station in Looc, which proved crucial during a fire incident in the area. Elvira faces multiple criminal complaints filed by Chan and other local officials under the Cybercrime Prevention Act of 2012 (Republic Act 10175). Chan had previously invited Elvira to join site visits with lawyers and barangay officials, but the critic did not appear.
