Davao City Intensifies Anti-Smoking Enforcement with 41 Violators Ticketed in Two Days
In a recent crackdown, the Vices Regulation Unit (VRU) of Davao City issued tickets to 41 individuals for violating the city's Anti-Smoking Ordinance from January 16 to 17, 2026. Record Fines Collected in 2025 Highlight Strengthened Efforts
According to Ret. PLt. Col. Jacy Jay Francia, Head of the VRU, the unit collected a total of ₱17,519,400 in fines for violations under the Anti-Smoking and Liquor Ban ordinances in 2025. This represents a significant increase from the more than ₱12 million collected in 2024, indicating a ramp-up in monitoring and enforcement activities.
Francia explained to the City Information Office (CIO) on January 23, 2026, that the higher collection does not necessarily mean more violators. Instead, it reflects the VRU's enhanced efforts in consistently monitoring public places and establishments. He emphasized, "Although there is an increase in the apprehensions, this does not imply that the number of violators also increased. It points to our strengthened efforts in consistently monitoring public places and establishments."
Detailed Violation Statistics for 2025
The VRU's data for 2025 reveals a substantial rise in apprehensions compared to the previous year:
- 10,963 individuals were issued citation tickets for violating the Anti-Smoking Ordinance, up from 6,675 in 2024.
- 3,075 individuals were caught violating the Liquor Ban, compared to 1,021 in 2024.
These figures highlight the VRU's proactive approach in curbing public vices and ensuring compliance with local laws.
Penalties and Reminders for Dabawenyos
Under the ordinances, violators face strict penalties to deter non-compliance:
- Individuals caught smoking in public places are fined ₱3,000 for each violation of the Anti-Smoking Ordinance.
- Similarly, violations of the Liquor Ban also incur a fine of ₱3,000.
- Establishments found selling liquor or cigarettes to minors face a higher fine of ₱5,000 for the first offense.
Francia reminded Dabawenyos of the strict implementation of these ordinances, urging residents and visitors alike to adhere to the rules to avoid penalties and contribute to a healthier community.
