DPWH Central Visayas Issues Stern Warning Against Fraudulent Solicitations

The Department of Public Works and Highways in Central Visayas (DPWH 7) has issued a critical public advisory, alerting citizens and businesses about unauthorized solicitations and questionable business dealings being conducted by individuals who falsely claim association with the agency's leadership.

Director's Name Improperly Used in Alleged Transactions

In an official statement released on January 26, 2026, Officer-in-Charge Director Simon Arias revealed that his name has been improperly invoked in connection with reported solicitations, project-related transactions, and various business dealings. The director emphasized that he has only recently assumed his position and categorically denied any direct or indirect participation in these alleged activities.

"I do not solicit, demand, nor accept any form of commission, 'SOP,' share, or consideration in relation to infrastructure projects or any government undertaking," Arias declared firmly. He added that any claims suggesting otherwise are completely false and lack any legitimate authority.

No Authorization Given for Representation

The regional director clarified that he has not authorized any individual, group, or intermediary to solicit, negotiate, or transact on his behalf or in the name of DPWH 7. This clear disavowal aims to protect both the public and the integrity of government operations from potential exploitation.

Arias emphasized that all DPWH programs and projects are implemented strictly according to existing laws, rules, and regulations. Procurement and project implementation processes are conducted exclusively through duly constituted offices that operate under established transparency, audit, and accountability mechanisms.

Legal Consequences for False Representation

DPWH 7 issued a stern warning that any individual claiming influence or access by invoking the name of the regional director or any DPWH official is doing so without consent and in violation of the law. The agency specifically urged contractors, suppliers, businessmen, and the general public to exercise extreme caution.

The advisory strongly recommends refraining from engaging or transacting with persons who falsely claim to represent DPWH officials or offices. Such unauthorized dealings may expose all parties involved to significant administrative, civil, and criminal liability under Philippine law.

Protecting Institutional Integrity

This public advisory was issued to address circulating allegations that have raised concerns within the community. The primary objectives are to protect the integrity of the DPWH office and its officials while preventing potential fraud and other illegal acts that could undermine public trust in government institutions.

The timely warning serves as both a protective measure for the public and a reaffirmation of DPWH 7's commitment to ethical governance and transparent operations in Central Visayas.
