The event unfolded around 4:30 p.m. on March 20, 2026, along N. Bacalso Avenue in Cebu City. Personnel of the Cebu City Transportation Office flagged down a private vehicle for illegally entering the designated Bus Rapid Transit lane. What should have been a standard traffic stop took a dramatic turn when a passenger in the vehicle—wearing a GONZCAF Security ID sling—instructed the driver to ignore the enforcers' order to present a valid driver's license.
The man then declared himself a deputized LTO agent, asserted authority over the situation, and began taking photos of the traffic enforcers. He reportedly threatened to report them to the LTO, attempting to intimidate his way out of the violation. However, his bluff did not hold up under scrutiny.
