Members of the Persons with Disability (PWD) community in Mandaue City held a significant gathering at the Barangay Umapad gymnasium on March 15, 2026. This meeting was organized to provide detailed information about upcoming government benefits, including the first phase of cash assistance and other supportive programs designed to aid this vulnerable sector.
Key Details on Cash Assistance and Requirements
According to the meeting organizers, the initial phase of cash assistance is scheduled for implementation in April 2026. To qualify for this financial support, PWD members must present their valid PWD identification card along with a photocopy. Additionally, the photocopy must include three specimen signatures or, for those unable to sign, thumbprints to ensure proper verification and prevent fraud.
Subsidized Rice Program to Alleviate Food Costs
Another critical program highlighted during the assembly is the "Benteng Bigas, Meron Na!" initiative, part of the Kadiwa ng Pangulo project. This program allows beneficiaries to purchase rice at a subsidized price of P20 per kilogram through a partnership with the Mandaue City Government. Each registered PWD member can buy up to 10 kilograms of rice per transaction, providing substantial relief from rising food expenses.
Organizers emphasized that this initiative aims to reduce the financial burden on the community, particularly for sectors like Persons with Disabilities who require additional support. Similar to the cash assistance process, participants must bring their valid identification cards proving their registered status to access the subsidized rice.
Encouraging Health Insurance Registration
Beyond financial and livelihood programs, the meeting also served as a platform to encourage families and friends of PWD members to register with PhilHealth. By enrolling, they gain access to various medical benefits that can help manage healthcare costs, especially for solo parents and other vulnerable groups needing enhanced health service protection.
