The suspect, identified as Joneven Lañas Panon, a 25-year-old native of Carcar City currently residing in Banawa, Barangay Guadalupe, Cebu City, was involved in a violent outburst at approximately 9:10 PM. According to police reports, the confrontation took place at a local street food eatery in Banawa, where Panon and his partner, Hazel, were dining.

Police Chief Master Sergeant Renato Villarosa Berido, who was also eating at the same establishment, witnessed the intense argument between Panon and Hazel. In an effort to de-escalate the situation, Berido identified himself as a police officer and attempted to mediate. However, instead of complying, Panon reacted aggressively by punching Berido in the left jaw area.

The assault resulted in Panon being immediately subdued and taken to the Guadalupe Police Station for processing. During an interview with Superbalita Cebu, Panon expressed deep regret for his actions, admitting that he had been drinking alcohol at the time.
