In June 2024, two provincial police directors were removed from their posts for various reasons. On June 11, Col. Ricardo David was appointed as the new Pampanga Police Provincial Director, replacing Col. Eugene Marcelo. Marcelo's removal was attributed to unresolved crimes in his area of responsibility and weak accomplishments during his tenure of over a year.

No Turnover Ceremony in Pampanga

Notably, no turnover ceremony was held for Col. David's assumption. Observers question why the event was skipped, especially since a formal ceremony took place in Tarlac. Brig. Gen. Jess Mendez, Central Luzon police director, and regional staff attended the Tarlac turnover but not the one in Pampanga.

Tarlac Police Director Change

On June 16, Col. Harry Lorenzo III was designated as the new Tarlac Police Provincial Director, replacing Col. Joel Mendoza, who is nearing retirement. Critics question whether Mendoza's appointment was merely a favor, as he reportedly achieved little during his term. The turnover ceremony in Tarlac was officiated by Brig. Gen. Mendez and attended by Col. Angel Garcillano, deputy regional director for operations, regional staff, local government units, retired provincial directors, and municipal officials from Tarlac.
