PNP Chief Directs Deep Probe into Cigarette Smuggling Financiers Following Massive Seizures
Philippine National Police acting chief Lt. Gen. Jose Melencio Nartatez Jr. has issued a directive for a comprehensive investigation aimed at identifying and arresting the financiers behind large-scale cigarette smuggling operations across the country. This order comes in response to recent significant interceptions of contraband cigarettes valued at billions of pesos.
Recent Major Seizures Prompt Investigation
The investigation directive follows a series of successful operations by law enforcement agencies. On Friday, teams from the Bureau of Internal Revenue and the Highway Patrol Group-Metro Manila intercepted illegal cigarettes with an estimated value of PHP516 million. Additionally, the PNP-HPG discovered approximately PHP1.1 billion worth of alleged smuggled cigarettes during an anti-car theft operation in Batangas City on December 31, 2025.
On that same day, another PNP-HPG team seized about PHP1.5 billion of suspected smuggled cigarettes at a dockyard in Malabon City. These substantial seizures highlight the scale of the illicit trade and the need to target its financial backers.

In a statement released on Sunday, January 25, 2026, Nartatez emphasized the importance of holding financiers accountable. "Your Philippine National Police has been successful in confiscating every smuggled cigarette that we monitor in our intelligence radar. While arrests were also made, we want to dig deeper to identify the financiers and hold them accountable for their illegal activities," he said.
Nartatez further explained that the PNP's campaign aligns with President Ferdinand R. Marcos Jr.'s directive to eliminate corruption within the government and intensify the national crackdown on illicit trade. This illegal activity significantly drains the economy of vital tax revenue, undermining public funds and economic stability.

Senate Finance Committee chair Senator Sherwin Gatchalian has filed a resolution seeking an inquiry into reports that high-ranking security officers are providing funds for the illegal cigarette trade.
