Department of Transportation (DOTr) Secretary Giovanni Lopez has publicly extended his appreciation to Pampanga First District Representative Carmelo “Pogi” Lazatin Jr. for his steadfast support of the North-South Commuter Railway Extension (NSCR-Ex) Project. During a recent ceremony, Lopez underscored the vital role of collaboration between local governments, congressional representatives, and national agencies in advancing large-scale infrastructure developments like the NSCR-Ex.

Ceremonial Acknowledgment of Partnership

Secretary Lopez delivered his remarks of gratitude at the Pre-Cast I Girder Installation Ceremony, which took place on January 20, 2026. This event marked a significant milestone in the construction progress of the railway extension, providing a platform to recognize key stakeholders contributing to the project's advancement.

Lazatin's Local Government Experience Proves Invaluable

Representative Carmelo Lazatin, who previously served as Mayor of Angeles City from 2019 to 2025 before his election to Congress, highlighted his close working relationship with the DOTr. He emphasized his efforts to facilitate coordination with local communities and assist in securing necessary right-of-way within Angeles City for the NSCR-Ex alignment.

“Nagpapasalamat din ako kay Secretary Banoy at sa buong pamunuan ng DOTr sa pakikipagtulungan sa atin nung tayo ay Mayor pa na makipag-coordinate sa mga tatamaang properties ng NSCR-Ex sa Angeles City,” Lazatin stated, reflecting on the collaborative groundwork laid during his mayoral term.

Comprehensive Scope of the NSCR Extension Project

The NSCR-Ex Project is an extensive 147-kilometer commuter rail system designed to span the island of Luzon, connecting Capas in Tarlac to Calamba in Laguna. This ambitious infrastructure endeavor is structured into two primary components:

  • NSCR Clark Extension Project, also referred to as the Malolos Clark Railway Project (MCRP)
  • NSCR Calamba Extension Project, known as the North South Railway Project–South Line Commuter (NSRP-SC)

Phased Completion Timeline

The DOTr has outlined a staged completion schedule for the NSCR-Ex Project, with specific segments expected to become operational in the coming years:

  1. The Malolos-Valenzuela line is anticipated to open by 2027
  2. The Clark-Malolos section is projected for completion in 2028
  3. The entire NSCR-Ex Project is slated for full realization by 2032

This phased approach aims to gradually enhance regional connectivity and transportation efficiency across Central Luzon and Southern Tagalog, ultimately supporting economic growth and improved mobility for millions of commuters.
