The Police Regional Office–Negros Island Region (PRO-NIR) celebrated integrity and service by honoring ten of its personnel and significantly boosting its technological resources during the 32nd Philippine National Police Ethics Day ceremony.
Celebrating Service and Sacrifice
The event took place on Monday, January 5, 2026, at Kanlaon Hall within Camp Alfredo M. Montelibano Sr. in Barangay Estefania, Bacolod City. Led by Police Brigadier General Arnold Thomas Ibay, the PRO-NIR regional director, the ceremony gathered the command group, regional staff, and personnel to acknowledge extraordinary contributions to peace and order.
A total of three police officials and seven non-commissioned officers received awards for their commitment, which often extended far beyond traditional law enforcement duties into heartfelt community service.
Stories of Compassion and Bravery
The awardees were recognized for specific acts of dedication. Lieutenant Colonel Joeson Parallag, chief of the Bayawan City Police Station, and Police Corporal Christy Rose Catid were honored for establishing Oplan Marvel (Operational Plan Multi-Action Response Via Enforcement of Law). This program has been implemented across all barangays of Bayawan City, providing beneficiaries with a sustainable source of income.
Other notable awardees included:
- Police Captain Maricar Tapiru (Bacolod City Police Office): For conducting a TESDA-accredited skills training program for the Women's Association of Barangay 27.
- Police Master Sergeant Reynard Tingcang (Siquijor PPO): For administering first aid to a tourist at the Sambulawan Cave Underground River in Lazi, Siquijor.
- Patrolman Junrey Abarquez (Siquijor PPO): For assisting a foreign national, Thomas Osborn, with his wheelchair while boarding a vessel at Siquijor Port.
- Lieutenant Colonel Terrence Paul Sta. Ana and Police Staff Sergeant Mark Joseph Juayong (Victorias City Police Station): For founding Balay Paglaum, a project that constructed a housing unit for a family in Hacienda Nagle, Victorias City.
- Police Executive Master Sergeant Joseph Rodrigo Olis (Victorias City PS): For providing groceries to vulnerable community members.
- Police Staff Sergeant Anna Katrina Pacot (RMFB-NIR): For an unselfish act of offering to breastfeed a six-month-old baby at an evacuation center in Santa Catalina, Negros Oriental.
- Patrolman Jushane Henry Clamiano (RMFB-NIR): For demonstrating bravery during Typhoon Tino by carrying an infant and guiding a child to safety in Victorias City.
Boosting Operational Capabilities with ICT
In a parallel move to modernize its operations, PRO-NIR officially turned over a substantial batch of information and communications technology equipment. A total of 74 desktop computers and four laptops were distributed to key units to strengthen their operational capabilities.
The strategic distribution was as follows:
- 1 laptop to RSAU
- 31 desktop computers and 1 laptop to NOcPPO (Negros Occidental Police Provincial Office)
- 5 desktop computers and 1 laptop to NOrPPO (Negros Oriental Police Provincial Office)
- 6 desktop computers and 1 laptop to a unit of SPPO (Siquijor Police Provincial Office)
- 11 desktop computers to BCPO (Bacolod City Police Office)
- 1 desktop computer to RMFB-NIR (Regional Mobile Force Battalion)
According to Lieutenant Colonel Joem Malong, chief of the PRO-NIR Public Information Office, this provision underscores the organization's commitment to enhancing efficiency and modernizing its operations. The new equipment is poised to support personnel in delivering more prompt and effective service to the Negrense community.
The 32nd PNP Ethics Day in Negros Island Region successfully highlighted the dual pillars of modern policing: compassionate service to the people and the adoption of technology to improve law enforcement effectiveness.
