Cebu City Council Declares State of Preparedness Amid El Niño Heat Emergency
The Cebu City Council has officially approved a resolution declaring a State of Preparedness across the entire city in response to extreme heat conditions linked to the El Niño phenomenon. This decisive action comes as prolonged dry spells and soaring temperatures pose severe risks to public health, agricultural productivity, and water supply availability.
Immediate Threats to Public Welfare and Resources
The resolution explicitly notes that the current extreme heat conditions are already impacting public health, environmental sustainability, and essential resources. It emphasizes that these conditions present significant dangers to water availability, food security, and the well-being of vulnerable communities throughout Cebu City.
"The City of Cebu is currently experiencing extreme heat conditions associated with the El Niño phenomenon, resulting in prolonged dry spells, reduced water availability, and elevated temperatures," the resolution stated, underscoring the urgency of the situation.
Severe Agricultural Impacts and Livelihood Concerns
Lawmakers have issued warnings that the agricultural sector, particularly in upland and rural barangays, is suffering heavily from the effects of El Niño. Key issues include:
- Declining crop productivity due to heat stress and water scarcity
- Soil degradation from prolonged dry conditions
- Heat stress among livestock affecting animal health and productivity
The resolution added, "The effects of El Niño have likewise threatened the livelihood of farmers, livestock raisers, and agricultural workers, thereby necessitating timely and coordinated government intervention." This highlights the economic dimension of the crisis, with agricultural workers facing potential income loss and food insecurity.
Legal Framework and Government Response
The council based its declaration on Republic Act No. 10121, the Philippine Disaster Risk Reduction and Management Act of 2010. This legislation mandates local government units to implement proactive measures to address disaster and climate-related risks, providing the legal foundation for Cebu City's preparedness declaration.
Under this State of Preparedness, the city government is expected to:
- Mobilize resources and personnel to address heat-related emergencies
- Strengthen monitoring of temperature patterns and water levels
- Implement preventive and adaptive measures to mitigate the impact of extreme heat
- Develop strategies to prevent potential drought conditions from worsening
Targeted Support for Agricultural Sector
The resolution specifically directs the Cebu City Agriculture Office to intensify monitoring and support for affected farmers and livestock raisers. This comprehensive support includes:
- Technical assistance for heat-resistant farming practices
- Water resource management strategies to optimize limited supplies
- Heat mitigation measures for livestock protection
- Other interventions aimed at safeguarding agricultural productivity and food security
Councilor Dave Tumulak moved the declaration, which was approved on April 14, 2026. The action follows observations of residents, including children, seeking relief from the intense heat in local waterways, such as in Barangay Mambaling, highlighting the immediate human impact of the weather conditions.
This State of Preparedness represents a coordinated effort to address both current challenges and potential escalation of the El Niño effects, with particular attention to protecting vulnerable populations and maintaining essential services throughout Cebu City.
