Cebu City Councilor Advocates for Heritage Designation of Freedom Park

In a move to safeguard a historic landmark, Cebu City Councilor Joel Garganera has called on the local government to officially declare the recently restored Freedom Park in Carbon Market as a recognized heritage site. This initiative, discussed on Monday, February 23, 2026, aims to protect the park's dual value as both a physical and cultural asset for the community.

A Dual Heritage: Tangible and Intangible Value

Garganera emphasized that Freedom Park holds two distinct types of heritage significance. The park's tangible heritage includes its physical land and the restored open areas, which provide essential green space in the urban environment. Meanwhile, its intangible heritage stems from its long history as a safe venue for public gatherings, peaceful assemblies, and civic expression, dating back to its original purpose.

The councilor pointed out that the 2022 rehabilitation was not merely a cosmetic upgrade but a restoration of function. As evidence, he cited a rally held on February 22, 2026, during the Red Lantern Festival, where citizens actively used the space to voice their concerns, demonstrating its renewed role in community engagement.

Expansion and Relocation Efforts

Freedom Park reopened to the public in October 2022 as part of the City Government's broader plan to redevelop Carbon Market while preserving its cultural essence. The restoration project significantly increased the park's size, expanding it from 2,000 square meters to 4,800 square meters, thereby offering more residents access to recreational and gathering spaces.

Additionally, the project addressed the needs of local vendors. Flower sellers who previously occupied the park were relocated to the Carbon Market Interim Building, where they now operate in organized, flood-protected spaces, ensuring their livelihoods were not disrupted but enhanced.

Prioritizing Community and Green Spaces

In a densely urbanized area like Cebu City, green spaces are crucial for residents' well-being. Garganera highlighted that parks such as Freedom Park contribute to cleaner air, cooler surroundings, and peaceful retreats from city life. During the council session, Vice Mayor Tomas Osmeña raised a key question about prioritizing people versus heritage, to which Garganera responded that the park is designed for everyone's benefit, with no vendors displaced without proper relocation.

When Councilor Sisinio Andales inquired about the park's land title, Garganera recommended referring the matter to the City Assessor's Office for clarification, ensuring all legal aspects are addressed.

Future Steps for Cultural Preservation

Looking ahead, Garganera has proposed several measures to solidify Freedom Park's place in local culture. He filed motions to include the park in upcoming Heritage Month celebrations and the annual Gabii sa Kabilin Heritage Tour. Furthermore, he requested the City Tourism Commission and the Cultural and Historical Affairs Office to install educational markers around the area to inform visitors of its historical significance.

Finally, Garganera asked the Mayor's Office to engage with the Cebu City Heritage District Council to discuss future restoration programs. If approved, these initiatives will help preserve Freedom Park as a lasting monument to Cebu's rich history and vibrant community spirit, ensuring it remains a cherished space for generations to come.
