Cebu residents seek larger culvert to solve recurring floods

Residents of Guadalupe Heights Village in Barangay Guadalupe are calling on the Cebu City Government to construct a larger culvert and implement a comprehensive drainage solution to address the recurring floods that have worsened with the rainy season.

William Medici, president of the Guadalupe Heights Village Homeowners Association, told SunStar Cebu on Thursday, June 11, 2026, that the subdivision experiences floods reaching up to seven feet deep.

"Being the president of the homeowners association, that is my concern," Medici said.

The heavy rain on Thursday morning caused flooding inside the subdivision, with water levels reaching one meter. This kept Medici on alert as the rainy season begins. When flooding occurs, the subdivision's main gate becomes impassable, forcing residents to use an alternative gate.

Meanwhile, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) officially declared the start of the rainy season. Patrick Climaco of Pagasa Visayas reported that 6.4 millimeters of rain were recorded at the Mactan Station on Thursday, June 11. This amount is equivalent to an estimated 1.6 million gallons of water, or nearly three Olympic-sized swimming pools, generated by localized thunderstorms.

According to the homeowners' association president, the long-term solution to the flooding is to build a larger drainage culvert to accommodate floodwaters coming from the upland areas. Medici first raised this issue to the City Government after Typhoon Tino hit in November 2025, which submerged houses in the area.

Medici said that personnel from the City Planning Office, City Engineering Office, and City Assessor's Office visited the site in February or March this year, conducting an on-site survey including drone mapping. He added that barangay officials have coordinated and cooperated with them. However, as of June 11, he had not received any information about the findings or any concrete plan for flood mitigation.

SunStar Cebu attempted to contact Mayor Nestor Archival Sr. for the latest developments but did not receive a response as of this writing.
