Guiguinto Opens Philippines' First LGU-Run Plant Tissue Lab
First LGU-Run Plant Tissue Lab Opens in Guiguinto

The Department of Science and Technology (DOST), led by Secretary Renato Solidum Jr., has officially inaugurated the country's first local government unit-owned and managed tissue culture laboratory for ornamental plants in Guiguinto, Bulacan.

A Milestone for the Garden Capital

This landmark facility, named iLAB, is strategically positioned beside the Tabang interchange at the North Luzon Expressway terminal, connecting directly with the Manila North Road. Its location in Guiguinto—widely recognized as the Garden Capital of Bulacan—makes it perfectly situated to serve the region's thriving ornamental plant industry.

The construction of this distinctive three-story, round-shaped structure began in 2020 through a collaborative effort between the DOST, the Municipal Government of Guiguinto, and the Department of Public Works and Highways (DPWH).

Substantial Investment in Scientific Agriculture

The project represents a significant financial commitment from multiple government agencies. The Municipal Government of Guiguinto allocated P9.7 million for the construction, while the DPWH appropriated P23 million from its multiyear allocation spanning 2021-2023.

"On our part, we already provided P5.87 million in the previous years for the procurement of equipment required for the operation of this laboratory for ornamental plants," the DOST confirmed.

Additional support includes an approved P3 million funding for equipment in the 2026 National Expenditure Program, which received approval from the Department of Budget and Management.

From Partial Operation to Full Launch

Although the facility began partial operations in 2021, it has already demonstrated remarkable success in developing new plant varieties. Among its achievements are the production of Vanilla planifolia, Pinguicula sethos, and Drosera spatulata—specialized ornamental plants with significant market potential.

With the laboratory now fully operational, DOST Secretary Renato Solidum Jr. emphasized the agency's commitment to ensuring its long-term sustainability. "We will help the ornamental planter-beneficiary to nurture the variety that was developed by the iLAB and ensure the value added to the plant," Solidum stated during the opening ceremony.

The department is actively formulating a comprehensive business plan to guide the laboratory's continued success and maximize its impact on local agricultural communities.

In addition to its primary function, the iLAB Guiguinto will serve as the new headquarters for the DOST Bulacan Provincial Science and Technology Office, further strengthening the region's scientific infrastructure and support services for local industries.
