Mandaue City Councilor Joel Seno has issued a strong appeal for the rigorous enforcement of the city's Storm Ordinance, emphasizing the critical need for rainwater harvesting practices among households and commercial establishments.
Existing Ordinance Requires Immediate Action
During recent discussions about Typhoon Tino's impact, Councilor Seno highlighted that the ordinance already exists since 2023 and now requires proper implementation. "There's an existing ordinance already, and we just need it to be implemented properly and strictly," Seno stated.
The councilor explained that while rainwater harvesting cannot completely prevent flooding, every household's participation can significantly reduce its effects. He described the method as a quick and affordable solution that could make a substantial difference in managing stormwater.
Practical Benefits for Every Household
"Imagine if we have about 80,000 households, and each household has just two barrels," Seno illustrated. "Instead of water flowing into the streets, it stays in your home, where you can use it to flush toilets or water plants."
The 2023 ordinance includes penalty provisions for building code violations, though the rainwater collection aspect currently remains encouraging rather than punitive. Seno noted that some residents have already adopted the practice of collecting rainwater, calling these efforts "quick wins that are easy to implement."
City-Wide Implementation Strategy
The Office of the Building Official (OBO) and Mandaue City Engineering Office have been tasked with monitoring compliance, particularly for those applying for building permits. Importantly, Seno clarified that the initiative extends beyond new constructions, with existing homes and commercial buildings also encouraged to participate.
"The objective is simple: instead of letting rainwater flow into the streets, collect it and make it useful for your household," Seno added, emphasizing that the program costs the city nothing while fostering resident responsibility.
The councilor made a final appeal to all Mandaue residents to join this collective effort, noting that everyone can contribute regardless of their home size, ultimately creating a more flood-resilient community through simple, practical actions.
