Santa Ana Mayor Opposes Floodway Project Alignment
Santa Ana Mayor Dinan Labung has expressed strong opposition to the proposed alignment of the Central Luzon–Pampanga River Floodway Project, which would pass through their municipality. The project, presented by officials from the Department of Public Works and Highways (DPWH) Central Office, aims to reduce flooding in Pampanga and Bulacan provinces.
Labung warned that a large portion of land in the town would be affected if the project is implemented as planned. He emphasized the potential negative impact on the municipal government's 10-Year Investment Plan, stating that the loss of such a significant area would derail future development goals.
“We object. I told them not to include our town because if such a large area is taken away, our future plans and development goals will be ruined,” Labung said in a mix of English and Kapampangan. He clarified that he is not questioning the project itself but its potential effects on the municipality.
The mayor noted that areas identified for development have already been designated under the Local Investment and Incentive Code. He announced his formal objection on behalf of the town and its people, citing irreversible damage to the land once it is converted into a flood control area.
The Central Luzon–Pampanga River Floodway Project is a major flood mitigation initiative for the two provinces, but local leaders are concerned about its alignment and impact on communities.
