Davao City Hall Undergoes Historic Facelift as EV Ordinance Nears Completion

The iconic Davao City Hall is currently receiving a fresh coat of paint, with its façade being restored to its original white finish. This renovation honors the building's neoclassical architectural design, which dates back to 1926. The project is a key part of the city government's preparations for two major events: the upcoming Araw ng Davao celebration and the structure's 100th anniversary this year. While the façade is already being repainted, the rest of the building will follow suit in the coming days, symbolizing a renewal of civic pride and heritage preservation.

Electric Vehicle Ordinance Moves Forward with Strong Incentives

Simultaneously, the Sangguniang Panlungsod Committee on Environment is finalizing the draft and committee report for Davao City's Electric Vehicle Ordinance. Committee Chair Tek Ocampo revealed in an interview that the documents are being completed for presentation on second reading next week. He emphasized that the ordinance aims to provide clear, data-driven regulations for EV use in the city.

Ocampo highlighted that full electric vehicles are estimated to cost only 1–2 pesos per kilometer based on current rates, making them an economical choice. The promotion of EVs has been a priority for the City Government of Davao since 2025, under the leadership of Mayor Sebastian "Baste" Duterte. To ensure thorough formulation, the committee conducted extensive research and invited stakeholders from various sectors during hearings to discuss implementation details.

Incentives to Drive EV Adoption and Infrastructure

The ordinance includes specific measures to encourage businesses to invest in EV infrastructure, such as charging stations. Ocampo explained that attractive incentives are a key component, including a 100% exemption from real property taxes for up to three years and ease of doing business provisions. He noted that many companies are eagerly awaiting the ordinance's passage to take advantage of these benefits.

Collaboration with the SP Committee on Trade and Commerce has led to amendments in the Davao City Incentive Code, which now offers graduated exemptions on business taxes for up to five years and real property tax exemptions for investments in preferred areas like EVs. This aligns with the city's goal to make EVs a Priority Investment Area, as approved in December 2025.

Broad Benefits and Future Vision

Ocampo stated that the ordinance will benefit private individuals, businesses, and the public transport sector by providing tax savings and promoting cleaner transportation. The city government is also procuring EVs to replace some of its existing public service vehicles, further demonstrating its commitment to sustainability.

"We are really envisioning a Davao City that is pro-green," Ocampo said, underscoring the broader environmental goals behind these initiatives. The combined efforts of the City Hall renovation and EV ordinance reflect Davao's push toward urban renewal and sustainable development as it approaches its centennial milestone.
