Mandaue City Expands Free Ride Program with New Electric Vehicles
The Mandaue City Government has taken a significant step toward sustainable urban mobility by expanding its Libreng Sakay program with the acquisition of electric vehicles. This initiative aims to make public transportation more accessible while reducing operational costs in response to escalating fuel prices.
Inspection and Deployment of Electric Units
On Tuesday, April 7, 2026, Mayor Thadeo Jovito "Jonkie" Ouano, along with city officials, conducted a thorough inspection of two newly acquired electric vehicles. These units are set to be deployed on designated routes within the city, marking a strategic shift toward eco-friendly transport solutions. Each vehicle can accommodate over 20 passengers and is equipped with essential accessibility and safety features, including ramps for persons with disabilities and onboard cameras for enhanced passenger monitoring.
Program Details and Route Coverage
The Libreng Sakay service operates from Monday to Friday, excluding holidays, with trips scheduled during peak hours until 7 p.m. to cater to workers and students. Key routes include services from Shell Centro to the University of Cebu Lapu-Lapu and Mandaue. Originally launched in February to assist students, the program has been expanded due to high demand and rising fuel costs. Currently, it covers six routes across Mandaue City and utilizes 10 vehicles, including buses supported by barangays and units from private partners.
Cost Efficiency and Financial Advantages
A primary motivation for transitioning to electric vehicles is cost efficiency. The City Government has secured these units through a provider offering a three-week free lease, after which a rental fee of P6,500 per day per unit will apply. This represents a substantial reduction compared to the P13,000 daily rental for fuel-powered vehicles. Mayor Ouano highlighted the financial benefits, noting that the City Government allocated P40 million this year for the program. "With the electric ones, we save more than half the price," he stated, emphasizing how this shift allows the budget to be stretched while maintaining service quality.
Strategic Expansion and Community Impact
Mayor Ouano underscored that the initiative is designed to ease the daily burden on residents without disrupting the existing transport ecosystem. "We do not want to compete with the transport sector; we only want to help people and give relief in their daily lives," he explained. To further enhance the program, the City Government plans to add four more electric vehicles in the coming months. This expansion is expected to improve route coverage and service capacity, ensuring that residents benefit from reliable and affordable transportation options.
