Flood Waters Gradually Recede in Pampanga but 42 Barangays Remain Affected
The Provincial Disaster Risk Reduction and Management Office reported significant improvement in the flooding situation across Pampanga province as of Wednesday morning, November 19, 2025.
According to the latest PDRRMO bulletin released at 7 a.m., the number of flooded barangays has decreased to 42 across nine municipalities, showing progress in the region's recovery from recent flooding incidents.
Municipal Breakdown: Macabebe Bears the Brunt
Macabebe continues to face the most severe impact with 14 barangays still submerged under floodwaters. The town remains the epicenter of the flooding crisis despite overall improvements in the province.
Minalin follows with eight barangays experiencing persistent flooding. Other affected municipalities include Candaba, Sasmuan, Guagua, San Simon, San Luis, Arayat, and Apalit, where residents continue to grapple with the aftermath of the natural disaster.
Provincial officials identified the primary causes as water overflow from the Pampanga River combined with drainage from upstream areas. Additional factors contributing to the lingering floods include high tide conditions and ongoing fluvial flooding in low-lying regions.
Evacuation and Relief Efforts Continue
Despite fair weather conditions prevailing across the province, the human impact remains substantial. Official data shows that 126 families, comprising 433 individuals, continue to seek shelter in 16 designated evacuation centers.
The PDRRMO also reported that approximately 45 families, totaling 144 persons, have chosen to stay outside formal evacuation centers following preemptive evacuation measures implemented earlier.
Monitoring operations remain active in high-risk and coastal barangays as provincial disaster teams work to ensure resident safety. Officials emphasize that while conditions are improving, floodwaters have yet to completely subside in several affected areas, requiring continued vigilance and support for impacted communities.
