Cebu City Escapes Tropical Depression Verbena Without Casualties
Cebu City successfully avoided any casualties or landslide incidents despite the heavy rains brought by Tropical Depression Verbena, according to official reports released on November 25, 2025. The Cebu City Disaster Risk Reduction and Management Office (CCDRRMO) confirmed the positive outcome following the weather disturbance.
Community Cooperation Key to Success
Councilor Dave Tumulak, who chairs the CCDRRMO committee, attributed the zero casualty achievement to the full cooperation between residents and barangay officials. Early response to evacuation warnings and proactive disaster preparedness measures proved crucial in ensuring public safety.
"We achieved zero casualties because of the cooperation of the residents and their barangays," Tumulak stated in Cebuano, emphasizing the collective effort that prevented potential tragedies.
Continued Vigilance Required in High-Risk Areas
Despite the improving weather conditions and the return of evacuees to their homes, several barangays remain under close monitoring due to elevated landslide risks. The ground in these areas has become heavily saturated with water, creating dangerous conditions that could lead to soil movement, particularly if temperatures rise.
"A landslide will really occur once the soil heats up. The ground is very saturated right now," Tumulak warned, highlighting the ongoing threat even as the immediate storm danger passes.
The following barangays are currently being monitored as high-risk areas:
- Babag
- Cantipla
- Sudlon 1
- Binaliw
- Guba
- Lusaran
- Paril
With evacuation centers gradually emptying as residents receive clearance to return home, CCDRRMO teams continue patrolling upland areas and providing assistance to affected families. Tumulak reminded residents in vulnerable zones to remain alert and immediately report any signs of soil movement, ground cracks, or unusual terrain changes to authorities.
