Communities in southwestern Cebu are embarking on a massive clean-up operation after flash floods, triggered by an overflowing river, inundated homes and streets on Tuesday, November 25, 2025.
Swift Response Averts Tragedy
The prompt action of residents and local government units is being hailed as the key reason behind a significant achievement: zero casualties were recorded in Cebu Province as Tropical Depression Verbena passed through the region. Dennis Pastor, the head of the Cebu Provincial Disaster Risk Reduction and Management Council (PDRRMC), confirmed this positive outcome on Tuesday.
According to Pastor, the storm made landfall in Talisay City at 2:40 a.m. on November 25, 2025. While the depression caused flooding in several municipalities, including Ronda, Dumanjug, and Barili, the water levels have since begun to subside.
On the Ground: Recovery Efforts Underway
In Barangay San Rafael, Barili, the scene was one of determined resilience. Residents worked tirelessly to salvage their belongings and clear away debris after the Sta. Ana River overflowed during the heavy rains brought by Verbena. The flash flood swept through the area, leaving mud and damage in its wake.
Meanwhile, Carcar City also faced its own challenge when a local spillway overflowed. Fortunately, the floodwaters there have receded, and all affected roads are now open and passable to traffic.

PDRRMC head Dennis Pastor did not hesitate to praise the collective effort that prevented loss of life. He directly attributed the successful outcome to the full cooperation of residents and local governments, who heeded preemptive evacuation advisories without delay.
"I hope this continues na we have this alert status, kanang cooperation sa mga LGUs advisory, non-complacent," Pastor added, expressing his desire for this high level of preparedness and compliance to become the standard for future emergencies.
To support the ongoing recovery, the PDRRMC has deployed its teams to the hardest-hit areas, including Dumanjug, Barili, and Carcar City. Local DRRMC offices remain on full standby, continuing to monitor the situation and respond to the needs of affected communities.
