Mandaue Nears Completion of Typhoon Tino Relocation Site

The Mandaue City Government is in the final stages of preparing a transitory relocation site for families who lost their homes due to severe flooding from Typhoon Tino, which struck on November 4, 2025. Mayor Thadeo Jovito "Jonkie" Ouano announced that the city aims to begin moving the first batch of displaced families into the site by December 20, 2025.

Facilities and Preparations at Pasilong Sa Paradise

Mayor Ouano stated that the relocation site, located in Barangay Guizo and named Pasilong Sa Paradise, is being equipped with essential facilities. Housing units provided by the Department of Human Settlements and Urban Development (DHSUD) are already under construction, and 300 tents have been set up as an initial housing option.

The site is already connected to water and electricity, ensuring basic utilities are operational for the safety and comfort of future residents. The final piece of the puzzle is the installation of portable toilets, which the city is awaiting from a private contractor.

"I want everything to be completely ready before we allow them to transfer. We should not rush this," Mayor Ouano emphasized, underscoring his commitment to a fully functional site before any families move in.

Prioritizing Permanent Housing and Safety

While tents provide immediate shelter, Mayor Ouano expressed a clear preference for permanent housing solutions. "Personally, I am not very satisfied with tents because I really prefer permanent housing units," he said. The DHSUD is providing 100 such permanent-type housing units for the site.

The mayor also reiterated a critical safety policy: families whose homes were along riverbanks will not be allowed to return or rebuild in those areas, which have been officially declared as No-Build Zones by the city government. This measure is part of long-term disaster risk reduction efforts.

Relocation Timeline and Priority Evacuees

The initial phase of relocation is scheduled to start on December 20. Priority will be given to families whose houses were completely destroyed by the floods, particularly those currently taking shelter in evacuation centers like the Mandaue City Central School, Barangay Alang-Alang, and Barangay Umapad.

Ouano clarified that the Barangay Guizo site is a temporary or transitory shelter while the city continues to search for a suitable permanent resettlement area for the displaced families. He noted that some families are still staying in schools and gymnasiums used as evacuation centers.

The city's coordinated response highlights its focus on providing immediate, dignified shelter while working towards safer, long-term housing solutions for victims of Typhoon Tino.
