Power Returns to Metro Cebu After Typhoon Tino Outage
Electricity service has been largely reinstated across Metro Cebu following the widespread blackouts triggered by typhoon Tino. The Visayan Electric company confirmed this significant recovery in an advisory released on Sunday, November 9, 2025.
The utility announced that power has been successfully restored to 474,312 customers, which accounts for an impressive 92.57 percent of its entire customer base. Dedicated crews are continuing their non-stop efforts to bring back electricity to the remaining affected communities.
Restoration Progress Across Key Areas
Visayan Electric, which supplies power to Metro Cebu including the cities of Cebu, Mandaue, Talisay, and Naga, as well as the towns of Liloan, Consolacion, Minglanilla, and San Fernando, provided a detailed breakdown of the recovery.
The restoration is nearly complete in several locations. San Fernando leads with 99.01 percent of power back, closely followed by the City of Naga at 98.66 percent and Minglanilla at 98.74 percent. Other areas showing strong recovery include Consolacion (97.55%), Mandaue City (96.33%), and Talisay City (94.25%).
The pace of recovery has been slowest in Liloan and Cebu City, where restoration levels stand at 81.74 percent and 89.67 percent, respectively. The company acknowledged the challenges and expressed gratitude for the public's patience.
Ongoing Challenges and Safety Warnings
Officials have issued a reminder for residents to exercise extreme caution around fallen power lines and damaged electrical equipment. They encourage customers to report any persistent outages directly through Visayan Electric's official hotline.
Restoration in some upland communities is experiencing delays due to persistent adverse conditions like strong winds, heavy rainfall, and landslides. The company emphasized that the safety of its repair crews remains the highest priority, which can affect the speed of recovery in the most hazardous zones.
The extensive repair operations involve replacing damaged poles and transformers, fixing broken lines and insulators, and installing new meters and various electrical components.
Power Recovery in Western and Northern Cebu
In Western Cebu, the Cebu III Electric Cooperative Inc. (Cebeco 3) reported that, as of Saturday, November 8, it had restored electricity to 65.03 percent of its consumers.
Areas like Aloguinsan have achieved full 100 percent restoration, while Pinamungajan is close behind at 80.16 percent. However, locations such as Toledo City (75.42%), Balamban (44.39%), and Asturias (21.45%) are still grappling with significant outages that require major infrastructure repairs.
Meanwhile, in Northern Cebu, the Cebu II Electric Cooperative Inc. (Cebeco 2) has successfully restored power to approximately 63.15 percent of its customers. While Bogo City (97%) and Daanbantayan (95%) are almost fully restored, Danao City (19%) and Compostela (35%) remain the most severely impacted. In these hardest-hit areas, restoration is being deliberately paced for safety reasons, particularly where severe flooding caused extensive damage.
