Typhoon Uwan: 2 Dead, 1.4 Million Evacuated

Super Typhoon Uwan has left a trail of destruction across multiple regions in the Philippines, resulting in two confirmed fatalities and massive preemptive evacuations affecting over 1.4 million individuals.

Casualties and Immediate Impact

The Office of Civil Defense confirmed on Monday, November 10, 2025, that two individuals lost their lives due to the typhoon's onslaught. One victim from Viga, Catanduanes died from drowning, while another from Catbalogan, Samar was killed by a collapsed structure. Two additional individuals were reported injured due to the effects of the powerful storm.

Deputy Administrator Bernardo Rafaelito Alejandro IV disclosed during a press conference that extensive search, rescue, and retrieval operations were immediately activated. Approximately 894 teams from various uniformed services including the Armed Forces of the Philippines, Philippine National Police, Coast Guard, and Bureau of Fire Protection were deployed with 190 equipment assets.

Massive Evacuation and Government Response

The government implemented one of the largest preemptive evacuation operations in recent history. At least 1.4 million individuals or 426,000 families were moved to safety across multiple regions including National Capital Region, Cordillera Administrative Region, Calabarzon, Mimaropa, Negros Island Region, Central Luzon, Bicol Region, and Eastern, Central and Western Visayas.

To accommodate the displaced families, over 6,000 evacuation centers were established nationwide. The Department of Social Welfare and Development has already provided P6.4 million worth of food items to local government units in affected areas, with P2.6 billion worth of standby funds and stockpiles ready for additional distribution.

Infrastructure Damage and Ongoing Threats

The typhoon caused significant damage to infrastructure and communities. 132 barangays experienced flooding, while coastal communities faced massive storm surges. The OCD recorded 89 totally wrecked houses and 996 partially damaged homes due to Uwan's fury.

Landslide incidents were particularly severe in Aurora province, where municipalities of Casiguran, Dipaculao, Dinalungan and Dilasag reported being isolated due to multiple landslides. The Department of Public Works and Highways has been directed to work with local government units to conduct immediate clearing operations on 15 road networks requiring urgent restoration.

Despite the typhoon having passed over land, authorities warned that Uwan still poses danger due to continuous rains, especially in Central and Northern Luzon and the National Capital Region. Continuous rescue, relief and disaster response operations are ongoing throughout affected areas as the country begins recovery efforts.
