Cebu Delegation Heads to Japan for Waste-to-Energy and Disaster Resilience Study

Governor Pamela Baricuatro of Cebu announced on Wednesday, February 18, 2026, that a delegation of Cebu officials will travel to Japan from February 24 to 27 to conduct an in-depth study of waste-to-energy (WTE) technology and disaster resilience initiatives. This mission is organized by the Cebu Chamber of Commerce in partnership with the Tokyo Chamber of Commerce, aiming to foster international collaboration and knowledge exchange.

Mission Details and Objectives

The delegation's itinerary includes visits to Japanese WTE facilities, health institutions, and meetings focused on disaster preparedness. Governor Baricuatro will lead the group, which comprises Second District Board Member Stanley Caminero, chair of the health, environment, and energy committee; Fourth District Board Member Kerrie Shimura; and Cebu City Mayor Nestor Archival. The trip is part of the provincial government's broader strategy to develop long-term solutions for waste and health management, building on recent international engagements.

Background and Previous Initiatives

This Japan mission follows a similar study trip to Fujian, China, from February 4 to 6, 2026, where Baricuatro led a 10-member delegation. That visit explored the integration of Chinese alternative medicine into Cebu's healthcare system and examined advanced WTE technologies, initiated upon an invitation from Fujian officials and after discussions with the Chinese ambassador on modern waste management solutions. Baricuatro emphasized that WTE technology originated in Japan and has been operational for at least a decade, highlighting the province's goal to attract investors while learning from Japan's extensive experience in waste management and disaster resilience.

The provincial government's proactive approach underscores its commitment to sustainable development and environmental stewardship, leveraging global best practices to address local challenges in waste disposal and health infrastructure.
